6/30/2020 - Legislative Updates and State Budget Update

S2273- The Health Benefits bill was passed by both houses yesterday. The Governor tweeted today “ A bill to provide Chapter 78 relief for our educators was just sent to my desk from the Legislature.  Tomorrow, I’ll sign this bill into law.”  The Assembly added some language and changes to the bill including changing the effective date to January 1, 2021.  Click Here for the latest language on NJLeg.

S993- This bill was also passed by both houses and sent to the Governor’s desk.  It states that: Non- teaching staff members shall have the right to submit to binding arbitration any dispute regarding whether there is just cause for a disciplinary action, including, but not limited to, reprimands, withholding of increments, termination or non-renewal of an employment contract.

State Budget-  Governor Phil Murphy signed a three-month spending plan into law on Tuesday that continues to implement the school funding formula without any additional funding over FY 2020; delays the September 22nd school aid payment into October; and defers the September school choice payments. The Administration and the Legislature must now work on crafting a nine-month budget for Fiscal Year 2021, which will run from October 1, 2020 through June 30, 2021.
